Specialist Government security services in the UK and the USA advise that the best chance that we have to prevent the type of outrages perpetrated in the US in 2001 and the UK in 2005 is to equip our public services with the necessary skills to identify perpetrators when they are in the planning stage.
By combining the principles of Crime Prevention Through Environmental Design (CPTED) with skills in behavioural assessment, the Caribbean CPI has developed a unique, copyrighted programme of training for police, suitably vetted security personnel and appropriate public service personnel.
This programme, entitled "Intelligent Situational Threat Assessment and Risk Evaluation and Determination" (ISTARED), equips vigilance personnel with the necessary skills to identify areas of highest risk, recognise behavioural signs of unlawful intent or activity and thus maximise effectiveness and justify interventions. Equally effective against "regular" criminal activity as it is against hostile reconnaissance, the ISTARED system is an invaluable tool in the fight against crime. Equally importantly ISTARED provides police and government agencies with a plausible, legitimate and effective response to demands for greater vigilance and improved public protection.
The Caribbean CPI is currently seeking UK Government support for the programme and will be able to deliver the system directly to front-line vigilance personnel. Our training framework will also ensure that the course has a sustainable delivery mechanism built in for the ISTARED system.
